      Government of India has enacted “ The Right to Information Act, 2005 (Act No.22 of 2005) with an objective to establish the practical regime of Right to Information for citizens to secure access to information under control of Public authorities in order to promote transparency and accountability in the working of every Public authority etc. The Act provides for the information to be disseminated to citizens through notice boards, newspapers, public announcements, media broadcasts, Internet or any other means including inspection of Offices of any Public Authority.

      To implement the provisions of the Act in letter and spirit, in terms of Section 4(1)(b) of the Right to information Act, 2005, the information of the Public authority of the Department is given as under: -

The main motives/ function of the Department are:-
      1. To strengthen the Targeted Public Distribution System.
      2. To ensure easy availability of Essential Commodities on reasonable rates.
      3. To create awareness amongst the consumers about their rights.

      The department functions differently at various levels of the Administration in District, State and Centre respectively. Again at each level, there are following jobs related to monitoring of  the Department.
      1. Market Rates.
      2. Allocation and lifting.
      3. Ration cards
      4. Fair price shops
      5. Inspections/Raids
      6. Issuances of Licenses.

     Information relating day-to-day activities is being reported on Daily. Weekly basis to the Ministry of Food Civil Supplies, Government of India. The information generated at Fair Price Shops and Inspector level is compiled at District Level and sent to the State Headquarters, where it is again compiled and consolidated and then conveyed to the Centre.

R.T.I. ACT AND TPDS
     To ensure transparency in the working of TPDS the following Officers have been appointed as Public Information Officers of the Department.
     1. Shri. Pintso Namgyal Bhutia, Joint Director, State Public Information Officer
     2. Shri Anil Sikdel, Deputy Director, Assistant State Public Information Officer (PDS)
     3. Smt. Monika Rai, Under Secretary, Assistant State Public Information Officer (Admin)
     4. Shri. Dinesh Pradhan, Deputy Director, Assistant State Public Information Officer/South
     5. Shri. Arjun Rai, Deputy Director, Assistant State Public Information Officer/West
     6. Shri. Dakman Subba, DCSO, Assistant State Public Information Officer/East
     7. Shri. Palden Lachungpa, Assistant State Public Information Officer/North

     Under the Right to Information Act, 2005, the Citizen is entitled to get information regarding their entitlement of foodgrains, quality and quantity of foodgrains supplied to the Fair Price Shops.
